The New Head of a Prominent UN Human Rights Post is Arguably the Least Logical Choice Possible
It would seem illogical and counterproductive to set up an ocean observatory in landlocked Kansas, or to appoint a nation like Vanuatu to head an international space agency (since the nation has no space program at all).
That’s why some international observers are befuddled and disturbed to hear about the new head of the Consultative Group of the United Nations Human Rights Council: Saudi Arabia.
The reason for the outcry is summed up in a quote from UN Watch Executive Director Hillel Neuer:
“It is scandalous that the UN chose a country that has beheaded more people this year than ISIS to be head of a key human rights panel… this UN appointment is like making a pyromaniac into the town fire chief.”
Saudi Arabia lost a bid to head the entire Human Rights Council earlier this year, but was tapped to lead the body’s influential five-nation Consultative Group, which appoints applicants for dozens of human rights monitors globally. The election was actually held in June but only made public this month.
The Asian Arab nation has been consistently criticized for its human rights record. In addition to state-sanctioned beheadings, Saudi Arabia:
- Arbitrarily arrests, tries, and convicts peaceful dissidents;
- Permits floggings and limb amputations as punishments for many crimes;
- Has capital punishment for people who “blaspheme” Islam;
- Employs force to disperse peaceful demonstrations;
- Uses anti-terror regulations to criminalize most forms of criticism of the government;
- Bans women from getting driver’s licenses;
- Dictates that women wear loose-fitting clothing and cover their heads in public; and
- Requires women to obtain a “male’s permission” to work or travel.
In fact, Saudi Arabia is identified by human rights group Freedom Houseas one of the “worst of the worst” in the world when it comes its to human rights records, alongside nations like North Korea, Sudan, Syria, and Somalia.
The appearance of a human rights-challenged nation on the UN Human Rights Council is not an anomaly. China, Cuba, Ethiopia, Russia, and the United Arab Emirates are also part of the 47-member council; and Algeria, which prohibits criticism of its president and suppresses peaceful protests, is part of the Consultative Group.
Moreover, the UN has drawn fire from many of its other appointments to its various organizational entities, including:
- Allowing Libya to head the Human Rights Commission in 2003 when it was listed by the U.S. as a state sponsor of terrorism;
- Giving Sudan a seat on the HRC in 2004 during the ethnic cleansing in Darfur;
- Putting North Korea, whose government repression contributes to the starvation of thousands of its children annually, on the executive board of UNICEF in 2005; and
- Appointing Zimbabwe, who has destroyed its farming industry by seizing property from landowners, to head the UN Commission on Sustainable Development in 2007.
Currently, the UN has been plagued with gridlock and infighting. It has repeatedly failed to stop wars and recently mishandled the global Ebola crisis. According to the Associated Press:
“As it celebrates its 70th anniversary this year, the U.N. is hobbled by bureaucracy, politics and an inability among its five most powerful members to agree on much…”
President Obama addressed the United Nations General Assembly on Sunday.
