Trump calls N.Y. terror suspect ‘animal,’ will ask Congress to end visa lottery
President Trump said Wednesday he intends to terminate the Diversity Visa Lottery that the New York terror attack suspect used to enter the U.S. in 2010 from Uzbekistan.
Calling the suspect an “animal,” Mr. Trump told reporters at the White House that he’ll ask Congress to end the visa program.
“I am today starting the process of terminating the diversity lottery program,” Mr. Trump announced, calling the attack “horrible.”
The president said he would consider sending the suspect to the Guantanamo Bay terrorist detention center in Cuba as an enemy combatant.
Mr. Trump criticized the visa program, saying it allowed “chain migration” for the suspect to bring 23 of his relatives to the U.S.
Police said Sayfullo Saipov shouted “God is Great” in Arabic during the attack as he drove a rented truck on a bike path in Lower Manhattan, killing at least eight people and injuring a dozen others. He left a note saying he was inspired by the Islamic State.
A police officer shot Mr. Saipov, who is recovering in a New York hospital.
“We need to get rid of the lottery program as soon as possible,” Mr. Trump said. “We’re going to quickly as possible get rid of chain migration and move to a merit program.”
He said later that family members of Mr. Saipov could represent a threat, and blamed Democrats with obstructing his efforts to put a merit-based visa program in place.
