Invoices connect 'dots to duplicitous bookkeeping scheme'

On the eve of a court hearing in Texas for two undercover investigators whose work revealed Planned Parenthood’s business of selling the body parts of unborn babies, the Center for Medical Progress has released a new video that suggests the abortion business used “gimmicks” to conceal the profits from that enterprise.

The video reveals invoices from Planned Parenthood for some $8,000 based on $25 apiece per “consents obtained” as well as payments of $150 for each “consent payment.”

The invoices were obtained by Operation Rescue’s Texas attorney Briscoe Cain through the Freedom of Information Act and, according to OR, “connect … the dots to Planned Parenthood’s duplicitous bookkeeping scheme.”

That scheme was revealed in undercover videos catching Planned Parenthood spokeswoman Melissa Farrell explaining that she would want any arrangement to be “financially beneficial” to Planned Parenthood.

“So they know, okay, yes, you’re covering costs, there’s margin that’s covering overhead or whatever we need just to make sure that everything is covered,” she said.

The issue is that not only does federal law prohibit selling fetal parts for profit, Texas state law makes it a crime to transfer “any human organ for valuable consideration.”

The extended series of videos, released throughout 2015, had undercover investigators pose as executives of a fake biomedical research company, and they captured with a hidden camera Planned Parenthood doctors and clinic managers discussing the harvesting of fetal tissue for profit.

The Planned Parenthood executives talked about how much they wanted to be paid and how they could alter their abortion procedures to preserve certain parts. One commented, “I want a Lamborghini,” a $200,000 plus sports car.

But a prosecutor, who political career was supported financially by a lawyer representing abortionists in Texas, and whose office includes a Planned Parenthood board member, led a grand jury to an indictment of the investigators, David Daleiden and Sandra Merritt, when it was supposed to be investigating Planned Parenthood’s actions.

Peter Breen, special counsel to the Thomas More Society, which is working on behalf of Daleiden, said, “The charges against David Daleiden are legally and factually baseless. David used standard undercover journalism techniques to catch Planned Parenthood staff agreeing to alter abortion procedures to get more intact organs and tissue from aborted babies, presumably without telling their patients. David also caught Planned Parenthood staff discussing how to adjust accounting line items to conceal profits from baby body part transactions. Planned Parenthood’s lawyers in Houston have now admitted they dreamed up and demanded the charges against David, apparently in order to distract prosecutors and the public from their own bad acts. We intend to seek to have these charges dismissed at the earliest opportunity.”

The undercover investigators are scheduled to make a court appearance on their charges on Thursday.

But the invoices “clearly show how Planned Parenthood padded invoices in such a way as to hide the fact they were making illegal profits,” said Operation Rescue Senior Vice President Cheryl Sullenger. “This is not only hard evidence that Planned Parenthood broke the law, but also shows that the Harris County grand jury indicted the wrong people.”

The grand jury’s decision has created a pushback from those in the pro-life community over the staff member in District Attorney Devon Anderson’s office who is a Planned Parenthood board member.

Those circumstances, as well as the results of a previous case in which an abortionist accused of criminal conduct was protected, have prompted calls for Anderson to resign, and a new impartial grand jury to be impaneled, and more.

Daleiden and Merritt will turn themselves in at the Harris County Courthouse on Thursday when a press conference by national leaders will present more than 100,000 signatures calling on Anderson to drop the charges against Daleiden and Merritt.

Operation Rescue President Troy Newman served as a founding board member for the Center for Medical Progress. He, along with Daleiden and others, have been sued in a San Francisco Federal Court by Planned Parenthood and the National Abortion Federation, who are attempting to use the courts to silence the evidence against them deflect public attention from their own wrongdoing.

“We call on District Attorney Devon Anderson to resign due to her inability to conduct her duties without bias,” said Sullenger. “We also call for all charges to be dropped against Daleiden and Merritt and for special prosecutors to reopen the Planned Parenthood and Karpen cases.”

It was Houston abortionist Douglas Karpen who had been accused by former employees of murdering babies who were born alive during late-term abortions. He was “cleared” by another Anderson grand jury in 2013.

At that time, Karpen was represented by attorney Chip Lewis, who is a personal friend of Anderson and is her largest political donor.

The newest video includes statements from Planned Parenthood’s Farrell about how much her department “contributes … to the bottom line.”

She talks about how different fees are charged to researchers who want fetal body parts.

Those include fees to get permission from the women who are having abortion to use the body parts for sale, as well as administrative fees to cover things “overall.”

When the undercover investigators said they wanted to make sure it was “financially beneficial” for Planned Parenthood, Farrell said, “I’ll take you up on that.”

Her budgeting process, she explained, includes “covering costs” as well as a “margin.”

In a statement released by his lawyer, Daleiden said, “Planned Parenthood’s self-interested political maneuvers will never silence free speech or the citizen press. The new video released today shows that no amount of half-baked barratry can conceal Planned Parenthood’s barbaric harvesting and profiting off baby body parts.”

The statement explained Planned Parenthood was using “accounting gimmicks” to hide illegal sales of fetal tissue.

The invoices, submitted to the University of Texas Medical Branch in 2010 and 2011, included billings for obtaining the consent from patients as well as $150 for each usable specimen.

Even though the Harris County grand jury failed to indict Planned Parenthood, the organization remains under investigation by the Texas Attorney General’s Office, the state Department of Health and members of Congress.

“The evidence that Planned Parenthood Gulf Coast charged exorbitant amounts of taxpayer money in exchange for fetal specimens that it provided at nearly zero cost is overwhelming,” notes Daleiden. “Governor Abbott and Attorney General Paxton need to send a strong message that Houston’s children are not for sale, and they must immediately appoint a special prosecutor to hold Planned Parenthood accountable to the law.”

Operation Rescue, the pro-life organization that once bought a building housing an abortion clinic so it could shut down the clinic, was the group that earlier demanded an "untainted" grand jury to look into allegations of criminal conduct by Planned Parenthood in Houston.

Operation Rescue said the charges against Daleiden and Merritt need to be dropped or a special prosecutor "in no way affiliated with Devon Anderson, the Harris County district attorney's office or Chip Lewis" needs to be appointed.

In the first undercover video released by CMP, Deborah Nucatola of Planned Parenthood commented on crushing babies.

"We've been very good at getting heart, lung, liver, because we know that, so I'm not gonna crush that part, I'm gonna basically crush below, I'm gonna crush above, and I'm gonna see if I can get it all intact," she said.
