2 RADICAL PROPOSALS THAT'LL GET TRUMP BLACK VOTERS

Exclusive: Richard F. Miniter offers ideas on education, crime to transform inner city

As it stands now Donald Trump’s pitch to the African-American community of “What do you to lose?” is not going to do much – mostly because the Democrats have done an excellent job of convincing minorities that they do have something to lose. Indeed, Clinton may fall on her head so many more times she has to wear a football helmet in the Oval Office – but unless minorities see some issue or issues they can get their teeth into with Trump, they’re still going to vote for her.

So, Donald, what do you have to lose when, just like you did with the issue of immigration, you ignore caution and go “Trump” on them?

As this 71-year-old but still very handsome man living on America’s oldest Main Street sees it, there are only two issues you have the time to load, lock and fire at African-Americans and other minorities before the November election.

But they’re both game changers.

The first is education. The schools in the inner city are, by and large, an expensive joke. The solution is simple and offering it will cause just as much controversy and gather just as many votes as “I Will Build A Wall” did:

“Every African-American Child In A Private School.”

You should declare that you will allow no federal education money to flow to any district of any state that does not allow the free and easy chartering of private schools and the free enrollment of minority children in them with their tuition paid at something like two-thirds the rate public schools are funded. Further, these new free academies must have total authority to hire and fire whom they want and decide what to teach.

Talk about changing the conversation. But that’s exactly what has to happen, isn’t it?

“Yeah, but study what?” I once had a white liberal sneer “every African-American church would set up its own school, and they’d teach the Bible.” Well, that’s not true – but what if it were? 

Lincoln taught us that the King James Bible (and Shakespeare) are the greatest examples of the English language ever assembled, and what employer wouldn’t hire a man or woman who could write and speak as well as Lincoln? Or even half as well as Lincoln, half as well as Frederick Douglass.

But the white liberal establishment, in the service of teacher unions and the tens of thousands of employees of state and city departments of education, doesn’t want to allow any move in that direction. They and Hillary Clinton have their foot on the neck of African-American education, and they want to keep it there.

Yet millions of African-American parents anxious about their child’s outcome would stampede in the direction of private schooling. And maybe vote for Trump in the hope of getting it.

The second artillery piece Trump should point and fire is a radical approach to crime, especially in light of the continual shooting of innocents in Chicago and elsewhere under Democratic administrations. And Trump can do that by announcing:

“I’m Going To Start A Gang War The Likes Of Which This Nation Has Never Seen.”

Us against them. No huffing and puffing about using all “legal means” to disarm and destroy the criminal gangs killing people in the inner city, no jaw jaw about programs to reduce the poverty that supposedly encourages criminal behavior, no boring us with focus group points about how to improve the education of urban youth, but promise to beat the gangs to a bloody pulp using “means” Hillary Clinton has never received a single “donation” to the Clinton Foundation to consider.

A simple six point program:

1. Chicago police are required when making a stop to fill out an ACLU-crafted form so their stops can be analyzed, and officers disciplined, for racial profiling. As a result police stops have dropped from over 100,000 a year to 30,000. Trump should demand that Chicago tear up this form and order the U.S. attorney to make sure they can do so.
2. The most successful method of getting guns off the street quickly is Stop-And-Frisk. The ACLU doesn’t like that either, and federal courts agree with them. But Congress can refuse to allow federal courts to rule on this issue, and Trump should demand that it does so.
3. Parolees account for an enormous amount of crime in New York and Illinois and elsewhere. Demand that states abolish parole and start suing those who don’t.
4. Implement Project Exile, a program in which anybody committing a crime with a gun does an automatic five years in a federal prison far away from their home turf. This worked before in Northern Virginia and will work again elsewhere.
5. Provide federal “Snitch Money.” Allow police officers with no reference to higher authority to pay small cash rewards to street people who provide information that leads to the seizure of a handgun or automatic in the hands of a minor or felon.
6. Craft (hat-tip Little Bobby) a National Police Officers Bill of Rights, designed to get police officers back into pro-active policing and designed to provide officers acting in good faith with protections from malicious prosecution and frivolous lawsuits.

Education and crime. Two issues the Democrats and Hillary Clinton have kicked into the weeds which if dragged out might get everybody in the African-American community listening, “ears on” as we used to say.

Do it, Donald – shake inner city education right down to its foundations, beat the gangs, carry the election, ensure the future of millions of minority children while saving the lives of thousands of innocent American children and mothers.
