The consent of Congress
The founders didn't want the federal government to do much of anything unless there was widespread agreement. But getting laws passed is hard work and requires agreement.
Unfortunately, here in America, political radicals long ago tired of such arduous work—not to mention that the people were seldom in favor of their radical ideas.
