Claim: Deals featured payments from foreign governments that benefited from State Department decisions

The Clinton Foundation was set up and approved by the IRS to assemble funding for Bill Clinton’s presidential library.
But that was years ago.
Now, it is a “vast, criminal conspiracy,” according to the author of the explosive new book, “Partners in Crime: The Clintons’ Scheme to Monetize the White House for Personal Profit.”
“In ‘Partners in Crime,’ you’re going to read many instances where Hillary Clinton used her office as secretary of state to engage in making policy decisions, official acts of the secretary of state, to influence donors to contribute money to the Clinton Foundation,” said Jerome Corsi, a New York Times bestselling author and WND senior staff writer.
There were two major components of the FBI’s now-concluded criminal investigation of Hillary Clinton’s email scandal, according to Corsi. The most widely talked about component was her use of a private email server to conduct State Department business, including transmitting classified information.
But the other dimension involves her “official acts violations” – the idea that her official acts as secretary of state were meant to enrich her own family by encouraging donations to the Clinton Foundation.
Corsi said proof of these official acts violations comes from “the emails which we now have, where Hillary Clinton and her aides, including Cheryl Mills and Huma Abedin, made sure copied on the State Department policy emails, including classified emails, [were] various employees of the Clinton Foundation and related companies to the Clintons like the Teneo consulting company that Bill Clinton was being paid by.”
The evidence of conflicts of interest is everywhere. In his book, Corsi cites a December 2015 Wall Street Journal report that found more than 24 companies and groups, plus one foreign government, paid Bill Clinton a total of $8 million in speaking fees while they had matters pending before Hillary Clinton’s State Department.
What’s more, 15 of these groups also donated a total of between $5 million and $15 million to the Clinton Foundation.
For example, Bill earned $1 million for two appearances sponsored by the Abu Dhabi government at a time when Hillary’s State Department and the Department of Homeland Security were involved in discussions about a plan to open a U.S. facility in the Abu Dhabi airport to ease visa processing for travel to the United States. It was a plan the State Department supported despite opposition from unions, members of Congress and others.
“The Clintons could benefit financially through the Clinton Foundation and these related companies being paid under the table for deals that delivered Hillary’s policy decisions in the State Department, deals that ended up destabilizing Libya, deals that ended up spreading terrorism through the Middle East, deals that ended up not solving the problem of AIDS in Africa but exploiting the LGBT community in order to enrich themselves, the Clintons,” Corsi charged.
The Obama administration had initially tried to prevent Clinton-related conflicts of interest. In November 2008, as a precondition to Hillary Clinton’s nomination as secretary of state, the Obama transition team negotiated a memorandum of understanding (MOU) with the Clinton camp. The MOU stated the Clinton Foundation must publish annually the names of all contributors while Hillary Clinton served as secretary of state.The MOU called for the Clinton Foundation to incorporate the Clinton Global Initiative as a separate entity from the foundation, but it did not make the same demand of the Clinton HIV/AIDS Initiative. Therefore, it allowed the Clinton Foundation to continue to accept foreign donations as long as those donations were made to the HIV/AIDS Initiative.
But in any case, the MOU was not legally binding, and neither Bill nor Hillary signed it. (Clinton Foundation CEO Bruce Lindsey signed it.) So, as Corsi wrote in his book, “[W]hile Hillary was secretary of state, she and Bill simply ignored all the protocols designed and specified in the MOU to make sure foreign contributions accepted by the Clinton Foundation would not cause conflicts of interest.”
Indeed, Judicial Watch determined Bill Clinton gave at least 215 speeches for an estimated total of $48 million while Hillary Clinton was secretary of state. As far as JW could tell, the State Department did not object to a single one of those speeches, even though Bill Clinton had voluntarily agreed to provide the State Department ethics office the identities of hosts proposing paid speeches so the State Department and White House could search for any possible conflicts of interest.
In fact, according to Corsi, Judicial Watch found no records to indicate the State Department had even reviewed any foreign contributions made to the foundation while Hillary Clinton was secretary of state. Just one example: In February 2015 the Clinton Foundation admitted it had accepted in 2010 a $500,000 donation from the government of Algeria without first submitting it for a State Department ethics review, as the 2008 memorandum of understanding required.
“This is a vast international criminal conspiracy that the Clintons have used out of the White House and out of the State Department,” Corsi accused. “It’s fully documented in ‘Partners in Crime.’ You can read the emails yourself, you can look at the footnotes, and you can see the proof.”
