TRANSGENDER-BATHROOM PUSHBACK: STUDENTS CAN PACK PEPPER SPRAY
District officials amend policy on defensive weapon on campus
Board members with the Rowan-Salisbury Board of Education aren’t waiting for the courts to resolve North Carolina’s HB2, the state’s so-called bathroom law that requires individuals to use public facilities that correspond to the gender shown on their birth certificate.
Instead, they’re allowing students to arm themselves with mace or pepper spray on campus, beginning in the 2016-2017 school year, reported the Salisbury Post.
WND reported lawsuits have already been filed against Washington over its demand that the state have open facilities statewide by North Carolina Gov. Pat McCrory and a group of the state’s parents and students.
The district’s decision, made Monday, followed debate over whether students should be allowed to have defensive sprays in their possession on campus. Also discussed was possession of personal shaving razors. Both items were prohibited by district policies.
Board member Travis Allen led the push for pepper-spray cannisters on campus, but said they should remain locked in student vehicles. That would set up students for disciplinary procedures who simply forgot to check a purse or backpack before coming to class, argued board Chairman Josh Wagner.
“I don’t want to put the students in this weird situation when they didn’t really do anything, they just happened to forget to check their purse every single day,” Wagner said.
Allen and Wagner were joined by board member Chuck Hughes citing the need for girls on campus to be able to defend themselves in light of efforts to open bathrooms to both genders.
“Depending on how the courts rule on the bathroom issues, it may be a pretty valuable tool to have on the female students if they go to the bathroom, not knowing who may come in,” Hughes said.

Allen rejected concerns the pepper spray would be used for other than defensive purposes, despite the board’s attorney noting some instances of students macing teachers.
“I imagine every football game there is on Friday night there’s more pepper spray in the stands in pocketbooks and key chains and you know, we never have an issue with it,” Allen said.
Ultimately the issue was resolved, not by giving permission for high school students to carry pepper spray, but by simply eliminating mention of defensive sprays in district policy so those who chose to carry it would not be in violation. Defensive sprays remain prohibited for students in pre-high school grades.
The board also amended district policy to permit disposable razors on campus for personal shaving use while continuing to restrict straight razors.
