IRANIAN EMP ATTACK ON U.S. 'SHARIAH-COMPLIANT'

Experts call on Congress to reject nuclear agreement

Michael F. Maloof
WASHINGTON – Iran’s development of a nuclear weapon that complies with Islamic law should be grounds enough for Congress to kill the agreement between Iran and the West, since just “Shariah-compliant” bomb could “threaten the existence of the United States,” according to two experts.
The agreement would not prevent Iran from obtaining a nuclear device that it could detonate at high altitude over the U.S. to create an electromagnetic pulse, or EMP, that would destroy the nation’s critical infrastructure, write James Woolsey, former director of the Central Intelligence Agency, and Peter Vincent Pry, executive director of the EMP task Force on National and Homeland Security, in the Washington Times.
Iran could obtain such a device relatively easily “by cheating in the use of the nuclear infrastructure permitted them under the agreement,” they assert.
Because an EMP destroys electronics directly but people indirectly, it is regarded by some Muslim scholars as a “Shariah-compliant” use of a nuclear weapon,” Woolsey and Pry explain.
Woolsey now is chairman of the Foundation for Defense of Democracies, while Pry served in the congressional EMP commission, the House Armed Services Committee and the Central Intelligence Agency
“U.S. intelligence cannot meet the impossibly high standard of assuring that Iran cannot acquire a single nuclear weapon and, given the regime’s nuclear infrastructure, cannot with absolute certainty guarantee that Iran does not already have one,” they wrote.
Pry told WND that contrary to the assertions of Secretary of State John Kerry, “the intelligence community cannot provide adequate warning against the development by Iran of a single nuclear weapon – which is all that is necessary to threaten the existence of the United States by an EMP attack.”
Pry said that the Iranians already know the capability of an EMP and recently acquired sanctions-prohibited surge arresters to harden “key facilities against EMP attack for some time.”
“Since Iran openly admits it is cheating on EMP filters – going to great trouble and expense to circumvent international sanctions prohibiting the import of EMP filters – it seems very likely they would continue to cheat to advance their even higher priority nuclear weapons program,” Pry told WND.
Projection
Iran, which is a signatory to the Nuclear Non Proliferation Treaty and a member of the International Atomic Energy Agency, denies that its nuclear program is to be used to make nuclear weapons.
Kerry contends the agreement will insure that Iran cannot make a nuclear bomb for at least another decade without being detected.
But Pry questioned why Iran was going to the trouble of protecting itself from a nuclear EMP attack.
“Iran’s recently translated military textbook and other military writings describe making a nuclear EMP attack against the United States as a way of defeating the U.S. and eliminating America as an actor on the world stage,” Pry told WND. “Is Iran protecting itself against nuclear EMP attack a reflection of what it plans to do to others?”
Pry said that Iran has orbited several satellites on south polar trajectories to evade U.S. early-warning radars and the National Missile Defense System at altitudes that would place an EMP field over all 48 contiguous U.S. states.
He said North Korean scientists are in Iran helping Tehran with its missile and satellite programs.
Pry suggested to WND that the Obama administration may already know that Iran has a nuclear EMP capability that could “threaten America’s existence.”
“Does this explain why Obama is virtually abandoning the Middle East to Iran, abandoning longstanding U.S. allies, is appeasing Iran and even apparently trying to forge a new strategic relationship that replaces Israel with Iran as the primary U.S. partner in the Middle East?” Pry asked.
Cascading effect
In the Times article, Woolsey and Pry pointed out that a single nuclear weapon detonated at high altitude over the United States would generate an EMP that could have a cascading effect of blacking out the electric grid and other life-sustaining critical infrastructures, such as communications, transportation, banking, finance, food and water.
“‘Death to America’ is more than merely an Iranian chant,” they write. “Tehran’s military is planning to be able to make a nuclear EMP attack.”
Iranian military writings such as “Passive Defense” show that Tehran is “well aware that nuclear EMP attack is the most efficient way of killing people, through secondary effects, over the long run.”
“The rationale appears to be that people starve to death, not because of EMP but because they live in materialistic societies dependent upon modern technology.”
Woolsey and Pry refer to a 1998 Iranian article on EMP which stated, in part, “If the world’s industrial countries fail to devise effective ways to defend themselves against dangerous electronic assaults, then they will disintegrate within a few years … American soldiers would not be able to find food to eat nor would they be able to fire a single shot.”
The article was titled “Electronics To Determine Fate Of Future Wars.”
In addition to Iran, Woolsey and Pry conceded that an EMP attack could be launched by any of a number of actors, and it could be conducted by surprise and anonymously, making deterrence virtually impossible.
“Deterrence depends upon knowing who attacked and being able to retaliate,” they write. “Unlike a nuclear weapon used to blast a city, high-altitude EMP leaves no collectible bomb debris for forensic analysis to identify the aggressor.”
They write that there are hundreds of satellites now in low earth orbit, “unseen when approaching the United States from the south that could help disguise the origins of an EMP attack.”
“And the EMP could damage the necessary means necessary to identify the attacker and U.S. retaliatory capabilities,” they said.
Urging Congress to oppose the Iranian agreement, they added, “One Iranian nuclear weapon is one too many for an Iran ruled by theocratic totalitarian genocidal imperialists.”
