OBAMA CAN DEPLOY MILITARY IN U.S. FOR … THE FLU!

Directive confirms readiness to send soldiers in case of 'civil disturbance'

The author of a new book that warns of increasing signs of tyranny, says it’s bad enough that the federal government is building up weaponry, ammunition and SWAT teams, it also has a plan to deploy soldiers in the case of a major flu outbreak.
The flu?
That’s right, reported Cheryl Chumley, the author of the new “Police State USA: How Orwell’s Nightmare is Becoming Our Reality.”
She pointed to a page posted online by the Defense Department that outlines the federal government’s options in case of a flu outbreak.
“Military assistance for civil disturbances” is among the “tasks” the Defense Department would perform “in a pandemic influenza outbreak within the U.S.”
Other tasks include “quarantine assistant to civil authorities,” “mortuary affairs,” “continuity of operations/government,” “protect defense critical infrastructure,” “biosurveillance, disease detection, and information sharing,” and “medical intelligence.”
“The idea of our nation’s fighting forces coming into our communities and kicking off biosurveillance missions, dressed in full battle gear, is something right out of a science fiction drama,” said Chumley.
“It’s bad enough we learn that a 2010 Pentagon memo allows the president to dispatch unarmed drones over American skies and order soldiers to dispel civil uprisings, under certain circumstances. But unleashing the military for a flu epidemic?”
Chumley quipped that “one take-away is that we should all get our flu shots.”
“Another take-away: it’s time we brought our federal government back under control,” she said. “We have at our disposal a National Guard system that allows the governor of each state to activate these local fighting forces if needed. But this program allows the president or secretary of defense to even federalize the National Guard forces – and take control.”
Chumley acknowledged that nothing may ever come of the program, but “having this power at the president’s disposal at all seems a red flag, especially as we move as a nation more and more down the path toward a police state and farther and farther away from our constitutional republic.”
WND recently reported on the 2010 Pentagon directive, signed by then-Deputy Defense Secretary William J. Lynn, that contains standard provisions regarding support to civilian emergency services, special events and domestic use of the Army Corps of Engineers. It also outlines presidential authority for use of military weapons and personnel against Americans during times of domestic unrest.
“This appears to be the latest step in the administration’s decision to use force within the United States against its citizens,” a defense official opposed to the directive said recently.
Directive No. 3025.18, “Defense Support of Civil Authorities,” issued Dec. 29, 2010, provides “emergency authority” to U.S. commanders.
“Federal military forces shall not be used to quell civil disturbances unless specifically authorized by the president in accordance with applicable law or permitted under emergency authority,” the directive states.
“Federal action, including the use of federal military forces, is authorized when necessary to protect the federal property or functions.
“In these circumstances, those federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the president is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances” under two conditions.
  • Military support required “to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order.”
  • When federal, state and local authorities “are unable or decline to provide adequate protection for federal property or federal governmental functions.”
Under a Frequently Asked Questions page on the DoD website, the federal government explains that in an influenza pandemic, it would jump into action.
“DoD is developing plans to utilize its medical surveillance and laboratory testing facilities abroad to provide early warning and tracking of a pandemic influenza. Potentially, the military could provide transportation of essential resources with its air and ground transportation assets. National Guard units and members – to whom the Posse Comitatus Act does not apply when in state active duty or Title 32 status – could provide security for the protection and distribution of pharmaceuticals. Another potential support role for DoD could be the provision of surge medical capability such as health and medical care providers.”
The website lists the tasks, including the help for “civil disturbances.”
“Additionally, the five geographic combatant commanders (U.S. Northern Command, U.S. Southern Command, U.S. Pacific Command, U.S. Central Command, and U.S. European Command) are developing more detailed plans to protect DoD personnel, ensure mission continuity, support local or host-nation authorities, and interagency partners. These commanders are synchronizing their plans at the regional level with our international partners, as well as with other federal, state and local authorities,” the page states.
The policy, which has been in place for years, allows the military to be activated for natural disasters as well. Troops were activated during Hurricane Katrina, for example. In 2003, DoD acted on 75 requests for help from 20 different civilian agencies; in 2004, it was 99 requests.
Chumley’s “Police State USA: How Orwell’s Nightmare is Becoming Our Reality” has received high praise from Rep. Louie Gohmert, R-Texas.
In the foreword to Chumley’s book, Gohmert writes:

Your revelations to your doctor were completely secret, and our courts used to protect that precious doctor-patient relationship with full-blown privacy rights. Now, without a single Republican vote, the Democrats in the House and Senate decided that those full-blown rights should be fully blown up because the omniscient, ubiquitous, all-knowing, all-caring federal government needs to be in full control of our lives.
Those Democrats are hoping that the governmental god in whom they trust will be more trustworthy in controlling our lives than it is in controlling and operating a website,” he said.
The coming signs of tyranny are all around us. Fortunately, they can be stopped before it is too late, but not without a courageous effort. This nation’s founders risked absolutely everything to secure the blessings of freedom. We only risk some belittling by the mainstream and government harassment for preserving those freedoms. Bottom line, the data in Chumley’s book concerns me and it should concern you.
It was August 2012, and he “was taken into custody, thrown in jail, and forcibly transferred to a hospital located nearly three hours from his home and family to undergo a psychiatric evaluation, all at the order of law enforcement officials.”
“His crime? He posted on his private Facebook page messages that painted the government in a poor light.”
Then there was the July 2013 case of a University of Virginia student. She was “swarmed by state Alcoholic Beverage Control agents who thought the carton of bottled water she was carrying across the parking lot of a grocery store was really a 12-pack of beer and she was an underage buyer.”
“She said one drew her gun, another jumped on the hood of her SUV, and still others shouted conflicting orders and flashed badges she couldn’t read. Terrified, she tried to flee in her SUV, but agents halted and arrested her, charging her with two counts of assault.
“Even the commonwealth’s attorney who investigated the incident found the case ridiculous and refused to prosecute. But the 20-year-old still spent a night in jail – for the crime of purchasing water.”
