IRAQ: The Whole Story

For current and historical background information on our engagement in Iraq, I have FYI attached several articles in a Word document. Because of the tragedy unfolding in that country, people are suffering there and more will likely suffer throughout that region and even here in the years to come. I realize you will not have time or perhaps the interest to read much of this, but please do take this matter to God in prayer. It is well worth our prayers to ask for God's intervention that mercy be shown to the people of Iraq. We as Americans have been involved in their country for decades in one way or another and have a responsibility for their welfare. Stu

The Iraq Debacle
An extended civil war is likely. A terrorist caliphate is possible.

The magnitude of the debacle now unfolding in Iraq is becoming clearer by the day, with the terrorist army of the Islamic State of Iraq and al-Sham, or ISIS, marching ever closer to Baghdad. On Tuesday the al Qaeda affiliate captured Mosul, a city with a population greater than Philadelphia's, a day later it took Tikrit in the Sunni heartland, and on Thursday ISIS commanders announced they plan to attack the Shiite holy cities of Najaf and Karbala.
No one should underestimate the danger this presents to the stability of the region and to America's national and economic security. An extended civil war seems to be the best near-term possibility. More dangerous is ISIS's ambition to establish a Muslim caliphate in the heart of the Persian Gulf, which would mean a safe haven for Islamic terrorism that would surely target the U.S. The danger to Iraq's oil exports of three million barrels a day is already sending prices up and global equities down.

The threat to Baghdad is real and more imminent than is widely understood. Four Iraqi divisions have melted away before the 3000-5,000 ISIS force, which is gaining deadlier weapons as it advances. One source says Iraqi soldiers who are supposed to protect Baghdad are dressing in civilian clothes beneath their military uniforms in case they have to flee. Iraq's air power, such as it is, could soon be grounded if civilian contractors are endangered.
President Obama finally addressed the spreading chaos during a photo-op with Australian Prime Minister Tony Abbott on Thursday, noting "a lot of concern" but making no commitments to help. The White House turned down an urgent appeal from Baghdad to intervene with air strikes, leaving Prime Minister Nouri al-Maliki little choice but to turn to Iran to fill the breach—and extend its influence. Meanwhile, Vice President Joe Biden is said to be on top of things from the Situation Room. Inshallah.

The prospect of Iraq's disintegration is already being spun by the Administration and its media friends as the fault of George W. Bush and Mr. Maliki. So it's worth understanding how we got here.

Iraq was largely at peace when Mr. Obama came to office in 2009. Reporters who had known Baghdad during the worst days of the insurgency in 2006 marveled at how peaceful the city had become thanks to the U.S. military surge and counterinsurgency. In 2012 Anthony Blinken, then Mr. Biden's top security adviser, boasted that, "What's beyond debate" is that "Iraq today is less violent, more democratic, and more prosperous. And the United States is more deeply engaged there than at any time in recent history."

Mr. Obama employed the same breezy confidence in a speech last year at the National Defense University, saying that "the core of al Qaeda" was on a "path to defeat," and that the "future of terrorism" came from "less capable" terrorist groups that mainly threatened "diplomatic facilities and businesses abroad." Mr. Obama concluded his remarks by calling on Congress to repeal its 2001 Authorization to Use Military Force against al Qaeda.
If the war on terror was over, ISIS didn't get the message. The group, known as Tawhid al-Jihad when it was led a decade ago by Abu Musab al-Zarqawi, was all but defeated by 2009 but revived as U.S. troops withdrew and especially after the uprising in Syria spiraled into chaos. It now controls territory from the outskirts of Aleppo in northwestern Syria to Fallujah in central Iraq.

The possibility that a long civil war in Syria would become an incubator for terrorism and destabilize the region was predictable, and we predicted it. "Now the jihadists have descended by the thousands on Syria," we noted last May. "They are also moving men and weapons to and from Iraq, which is increasingly sinking back into Sunni-Shiite civil war. . . . If Prime Minister Nouri al-Maliki feels threatened by al Qaeda and a Sunni rebellion, he will increasingly look to Iran to help him stay in power."

We don't quote ourselves to boast of prescience but to wonder why the Administration did nothing to avert the clearly looming disaster. Contrary to what Mr. Blinken claimed in 2012, the "diplomatic surge" the Administration promised for Iraq never arrived, nor did U.S. weapons. "The Americans have really deeply disappointed us by not supplying the Iraqi army with the weapons and support it needs to fight terrorism," the Journal quoted one Iraqi general based in Kirkuk.

That might strike some readers as rich coming from the commander of a collapsing army, but it's a reminder of the price Iraqis and Americans are now paying for Mr. Obama's failure to successfully negotiate a Status of Forces Agreement with Baghdad that would have maintained a meaningful U.S. military presence. A squadron of Apache attack helicopters, Predator drones and A-10 attack planes based in Iraq might be able to turn back ISIS's march on Baghdad.

Mr. Obama now faces the choice of intervening anew with U.S. military force or doing nothing. The second option means risking the fall of Baghdad or a full-scale Iranian intervention to save Mr. Maliki's government, either of which would be terrible strategic defeats.
The alternative is to stage an intervention similar to what the French did in Mali in early 2013, using a combination of air power and paratroops to defeat or at least contain ISIS. But that would be an admission that Mr. Obama's policy in Iraq has failed, that his claims of retreat without risk from the Middle East were false and naive, and that his premature withdrawal now demands an emergency intervention.

We would support such an effort if we felt this Administration would do the heavy diplomatic and military lifting needed to succeed. This would mean working with or around Mr. Maliki to organize a unity government of Sunnis, Kurds and Shiites to rally the public, convincing the Kurds and Turks to counter ISIS in the north, and rallying Iraqi forces to defend Baghdad until a counterattack can be planned and mobilized.

After more than five years, we've come to know we should expect no such leadership or strategic ambition from this President. Meantime, somebody needs to start thinking about evacuating U.S. personnel from our Embassy in Baghdad. Maybe the helicopter is already on the roof.

The Men Who Sealed Iraq's Disaster With a Handshake
Obama's rush for the exit and Maliki's autocratic rule ensured that much hard-won progress would not last.

Two men bear direct responsibility for the mayhem engulfing Iraq: Barack Obama and Nouri al-Maliki. The U.S. president and Iraqi prime minister stood shoulder to shoulder in a White House ceremony in December 2011 proclaiming victory. Mr. Obama was fulfilling a campaign pledge to end the Iraq war. There was a utopian tone to his pronouncement, suggesting that the conflicts that had been endemic to that region would be brought to an end. As for Mr. Maliki, there was the heady satisfaction, in his estimation, that Iraq would be sovereign and intact under his dominion.

In truth, Iraq's new Shiite prime minister was trading American tutelage for Iranian hegemony. Thus the claim that Iraq was a fully sovereign country was an idle boast. Around the Maliki regime swirled mightier, more sinister players. In addition to Iran's penetration of Iraqi strategic and political life, there was Baghdad's unholy alliance with the brutal Assad regime in Syria, whose members belong to an Alawite Shiite sect and were taking on a largely Sunni rebellion. If Bashar Assad were to fall, Mr. Maliki feared, the Sunnis of Iraq would rise up next.

Now, even as Assad clings to power in Damascus, Iraq's Sunnis have risen up and joined forces with the murderous, al Qaeda-affiliated Islamic State of Iraq and al-Sham (ISIS), which controls much of northern Syria and the Iraqi cities of Fallujah, Mosul and Tikrit. ISIS marauders are now marching on the Shiite holy cities of Najaf and Karbala, and Baghdad itself has become a target.

In a dire sectarian development on Friday, Iraq's leading Shiite cleric, Ayatollah Ali al-Sistani, called on his followers to take up arms against ISIS and other Sunni insurgents in defense of the Baghdad government. This is no ordinary cleric playing with fire. For a decade, Ayatollah Sistani stayed on the side of order and social peace. Indeed, at the height of Iraq's sectarian troubles in 2006-07, President George W. Bush gave the ayatollah credit for keeping the lid on that volcano. Now even that barrier to sectarian violence has been lifted.

This sad state of affairs was in no way preordained. In December 2011, Mr. Obama stood with Mr. Maliki and boasted that "in the coming years, it's estimated that Iraq's economy will grow even faster than China's or India's." But the negligence of these two men—most notably in their failure to successfully negotiate a Status of Forces Agreement that would have maintained an adequate U.S. military presence in Iraq—has resulted in the current descent into sectarian civil war.

There was, not so long ago, a way for Mr. Maliki to avoid all this: the creation of a genuine political coalition, making good on his promise that the Kurds in the north and the Sunnis throughout the country would be full partners in the Baghdad government. Instead, the Shiite prime minister set out to subjugate the Sunnis and to marginalize the Kurds. There was, from the start, no chance that this would succeed. For their part, the Sunni Arabs of Iraq were possessed of a sense of political mastery of their own. After all, this was a community that had ruled Baghdad for a millennium. Why should a community that had known such great power accept sudden marginality?

As for the Kurds, they had conquered a history of defeat and persecution and built a political enterprise of their own—a viable military institution, a thriving economy and a sense of genuine national pride. The Kurds were willing to accept the federalism promised them in the New Iraq. But that promise rested, above all else, on the willingness on the part of Baghdad to honor a revenue-sharing system that had decreed a fair allocation of the country's oil income. This, Baghdad would not do. The Kurds were made to feel like beggars at the Maliki table.

Sadly, the Obama administration accepted this false federalism and its façade. Instead of aiding the cause of a reasonable Kurdistan, the administration sided with Baghdad at every turn. In the oil game involving Baghdad, Irbil, the Turks and the international oil companies, the Obama White House and State Department could always be found standing with the Maliki government.

With ISIS now reigning triumphant in Fallujah, in the oil-refinery town of Baiji, and, catastrophically, in Mosul, the Obama administration cannot plead innocence. Mosul is particularly explosive. It sits astride the world between Syria and Iraq and is economically and culturally intertwined with the Syrian territories. This has always been Mosul's reality. There was no chance that a war would rage on either side of Mosul without it spreading next door. The Obama administration's vanishing "red lines" and utter abdication in Syria were bound to compound Iraq's troubles.

Grant Mr. Maliki the harvest of his sectarian bigotry. He has ridden that sectarianism to nearly a decade in power. Mr. Obama's follies are of a different kind. They're sins born of ignorance. He was eager to give up the gains the U.S. military and the Bush administration had secured in Iraq. Nor did he possess the generosity of spirit to give his predecessors the credit they deserved for what they had done in that treacherous landscape.

As he headed for the exits in December 2011, Mr. Obama described Mr. Maliki as "the elected leader of a sovereign, self-reliant and democratic Iraq." One suspects that Mr. Obama knew better. The Iraqi prime minister had already shown marked authoritarian tendencies, and there were many anxieties about him among the Sunnis and Kurds. Those communities knew their man, while Mr. Obama chose to look the other way.

Today, with his unwillingness to use U.S. military force to save Syrian children or even to pull Iraq back from the brink of civil war, the erstwhile leader of the Free World is choosing, yet again, to look the other way.

While Obama Fiddles
The fall of Mosul is as big as Russia's seizure of Crimea.

The fall of Mosul, Iraq, to al Qaeda terrorists this week is as big in its implications as Russia's annexation of Crimea. But from the Obama presidency, barely a peep.
Barack Obama is fiddling while the world burns. Iraq, Pakistan, Ukraine, Russia, Nigeria, Kenya, Syria. These foreign wildfires, with more surely to come, will burn unabated for two years until the United States has a new president. The one we've got can barely notice or doesn't care.

Last month this is what Barack Obama said to the 1,064 graduating cadets at the U.S. Military Academy: "Four and a half years later, as you graduate, the landscape has changed. We have removed our troops from Iraq. We are winding down our war in Afghanistan. Al Qaeda's leadership on the border region between Pakistan and Afghanistan has been decimated."
That let-the-sunshine-in line must have come back to the cadets, when news came Sunday that the Pakistani Taliban, who operate in that border region between Pakistan and Afghanistan, had carried out a deadly assault on the main airport in Karachi, population 9.4 million. To clarify, the five Taliban Mr. Obama exchanged for Sgt. Bowe Bergdahl are Afghan Taliban who operate on the other side of the border.

Within 24 hours of the Taliban attack in Pakistan, Boko Haram's terrorists in Nigeria kidnapped 20 more girls, adding to the 270 still-missing—"our girls," as they were once known.

Then Mosul fell. The al Qaeda affiliate known as ISIS stormed and occupied the northern Iraqi city of Mosul, population 1.8 million and not far from Turkey, Syria and Iran. It took control of the airport, government buildings, and reportedly looted some $430 million from Mosul's banks. ISIS owns Mosul.

Iraq's army in tatters, ISIS rolled south Wednesday and took the city of Tikrit. It is plausible that this Islamic wave will next take Samarra and then move on to Baghdad, about 125 miles south of Tikrit. They will surely stop outside Baghdad, but that would be enough. Iraq will be lost.
Now if you want to vent about " George Bush's war," be my guest. But George Bush isn't president anymore. Barack Obama is because he wanted the job and the responsibilities that come with the American presidency. Up to now, burying those responsibilities in the sand has never been in the job description.

Mosul's fall matters for what it reveals about a terrorism whose threat Mr. Obama claims he has minimized. For starters, the Islamic State of Iraq and al-Sham (ISIS) isn't a bunch of bug-eyed "Mad Max" guys running around firing Kalashnikovs. ISIS is now a trained and organized army.
The seizures of Mosul and Tikrit this week revealed high-level operational skills. ISIS is using vehicles and equipment seized from Iraqi military bases. Normally an army on the move would slow down to establish protective garrisons in towns it takes, but ISIS is doing the opposite, by replenishing itself with fighters from liberated prisons.

An astonishing read about this group is on the website of the Washington-based Institute for the Study of War. It is an analysis of a 400-page report, "al-Naba," published by ISIS in March. This is literally a terrorist organization's annual report for 2013. It even includes "metrics," detailed graphs of its operations in Iraq as well as in Syria.

One might ask: Didn't U.S. intelligence know something like Mosul could happen? They did. The February 2014 "Threat Assessment" by the Pentagon's Defense Intelligence Agency virtually predicted it: "AQI/ISIL [aka ISIS] probably will attempt to take territory in Iraq and Syria . . . as demonstrated recently in Ramadi and Fallujah." AQI (al Qaeda in Iraq), the report says, is exploiting the weak security environment "since the departure of U.S. forces at the end of 2011." But to have suggested any mitigating steps to this White House would have been pointless. It won't listen.

In March, Gen. James Mattis, then head of the U.S. Central Command, told Congress he recommended the U.S. keep 13,600 support troops in Afghanistan; he was known not to want an announced final withdrawal date. On May 27, President Obama said it would be 9,800 troops—for just one year. Which guarantees that the taking of Mosul will be replayed in Afghanistan.

The big Obama bet is that Americans' opinion-polled "fatigue" with the world (if not his leadership) frees him to create a progressive domestic legacy. This Friday Mr. Obama is giving a speech to the Sioux Indians in Cannon Ball, N.D., about "jobs and education."
Meanwhile, Iraq may be transforming into (a) a second Syria or (b) a restored caliphate. Past some point, the world's wildfires are going to consume the Obama legacy. And leave his successor a nightmare.

The Terrorist Army Marching on Baghdad
The Iraqi military simply may not be capable of launching a sufficient counteroffensive.

We're losing Iraq. Mosul, a great city in northern Iraq, now belongs to the Islamic State of Iraq and al-Sham (ISIS). The world has changed overnight as a former al Qaeda affiliate wrested a major city from a state by force—and without a fight. Within two days of taking Mosul, ISIS pushed south toward Baghdad, collapsing the Iraqi security forces like dominoes in cities from Mosul to Tikrit. ISIS also attacked the Shiite holy city of Samarra. Baghdad is within their sights.
It is already clear that, regardless of whether Baghdad falls, the ascendancy of ISIS is going to redraw and redefine the Middle East.

The Kurdish Regional Government, seeing the rest of Iraq in turmoil and government troops pulling out of Kirkuk, moved on Wednesday to secure the oil-rich province—a prize the Kurds had long sought. With the city now controlled by the Kurds' Peshmerga military, conditions are ripe for the Kurdish region to secede from Iraq. If that happens, the effects are likely to cascade across neighboring states, erasing Middle East borders established in 1916 by the Sykes-Picot agreement. Nevertheless, the greater threat to Middle East sovereign states is ISIS itself, which seeks to establish a transnational emirate. Yet the government in Baghdad would still need the Kurds even if they splinter off: With the Iraqi army in retreat, Iraq may have to enlist the Peshmerga to try to retake the north from ISIS.

These jihadists present a formidable military foe. Disavowed by al Qaeda for unsanctioned advances into Syria, ISIS is a vicious religious organization that possesses daunting military power. Unlike al Qaeda, ISIS has designated its own Islamic state and is expanding it through force. Seated in the city of Raqqa in northern Syria, ISIS has just gained a second regional capital in Mosul and a third in Tikrit, making their cross-border state a reality. The ISIS military campaign in northern Iraq is already a mighty victory—well-designed, well-prepared and well-executed. The question now is how far ISIS can go.

The extremists are encircling Baghdad and likely planning an offensive. But ISIS may move again to strike Samarra, 70 miles to the north and close to the ISIS front line. If these Islamists, who are Sunnis, seize Samarra's al-Askari mosque—a revered Shiite monument—the country will be thrown into another sectarian civil war. That has long been ISIS's aim. In a civil war, ISIS thinks it can emerge as the stronger military power. Then the group would have a state, would be fully armed and ready to expand westward, into Syria's northern cities beyond ISIS-held Raqqa.

The Shiite-dominated Iraqi troops would likely fight to protect Samarra and Baghdad. But the Iraqi military is not at full strength, and its forces are not combat-ready. Desertion, low morale and maintenance deficiencies are rampant. Over the past year, ISIS has thoroughly intimidated Iraqi troops in the north. Three of the four northern army divisions are defunct. The remainder are gathering now in Samarra and Taji, regrouping under other formations for the protection of Samarra and Baghdad.

Another problem: Many of Iraq's deployable units are already reinforcing Anbar province in the west against ISIS. According to 2013 estimates, the Iraqi army contains 14 maneuver divisions, roughly 200,000 soldiers in addition to 40,000 federal police and 300,000 local police. Four of the army's divisions are assigned to northern areas of Iraq that have just fallen out of state control. If Iraqi security forces try to retake the north, ISIS would be joined by Baathist elements loyal to the memory of Saddam Hussein and additional insurgent groups in trying to repel them. The Iraqi military simply may not have the capacity to launch a sufficient counteroffensive.

Estimates of ISIS's full combat strength vary widely, but it is reasonable to equate the jihadists' ground-maneuver formations in northern Iraq to the military equivalent of roughly 500 soldiers each. The assault force in Mosul reportedly involved between 500 and 800 fighters, traveling in 150 vehicles. ISIS convoys in Mosul and across Iraq have mounted crew-served weapons, including PKM machine guns, and small arms and explosives. Leave-behind forces or additional assault forces required to execute the subsequent attacks likely triple this figure, just in northern Iraq. In all, ISIS fighters in Iraq total at least 4,000. The ISIS equipment laydown is equal to what the Iraqi army can use to fight in an urban environment.

One full Iraqi army division would likely outnumber ISIS in northern Iraq 5-to-1. Yet such superiority in numbers didn't mean much when ISIS moved on Mosul. And it's doubtful that Iraq will have such a division available any time soon. For its part, ISIS is moving like a conventional army fighting an expeditionary war, heading toward Baghdad along three parallel lines, dividing the country and moving very fast.

The government of Iraq will likely do everything in its power to protect Baghdad. Large portions of the population, both Shiites and Sunnis who fear the extremists, will also mobilize. But ISIS is a sophisticated, organized and professional force. More than a motivating fear will be needed to repel ISIS and drive it from its newly acquired urban sanctuaries in the north, and Iraq doesn't appear to have either the army or the military leadership for the job.

There are no political solutions available to Prime Minister Nouri al-Maliki —ISIS doesn't engage in peace talks. What is needed is a coherent military strategy to halt the present ISIS offensive, and a concerted effort to rebuild Iraqi security forces so that they are armed and trained well enough to oust ISIS from territory it now controls.

In other words, Iraq needs the United States. U.S. Special Operations forces would provide invaluable early-targeting support to Iraqi army units preparing for battle. Airstrikes on ISIS strongholds between Mosul and Bayji would help Iraqi ground forces maneuvering to retake Mosul and Tikrit. The U.S. Army could also provide logistics and other support to the Iraqi military. The Iraqi forces will require additional training, maintenance assistance and battlefield planning support before launching a full counteroffensive. The U.S. can provide it. Drone strikes and other measures suited for combating a terrorist group won't suffice against ISIS. This is a terrorist army, bent on having its own country.

Saddam Hussein waged two wars against his neighbors resulting in about a million deaths; he brutalized his own people killing tens if not hundreds of thousands; he used poison gas against Iraqi Kurds; he supported terrorism, including payment of $25,000 to the family of each suicide bomber killing Israelis; he defied the U.N. Security Council.

OSAMA BIN LADEN and Saddam Hussein had an operational relationship from the early 1990s to 2003 that involved training in explosives and weapons of mass destruction, logistical support for terrorist attacks, al Qaeda training camps and safe haven in Iraq, and Iraqi financial support for al Qaeda--perhaps even for Mohamed Atta--according to a top secret U.S. government memorandum obtained by THE WEEKLY STANDARD. 

The memo, dated October 27, 2003, was sent from Undersecretary of Defense for Policy Douglas J. Feith to Senators Pat Roberts and Jay Rockefeller, the chairman and vice chairman of the Senate Intelligence Committee. It was written in response to a request from the committee as part of its investigation into prewar intelligence claims made by the administration. Intelligence reporting included in the 16-page memo comes from a variety of domestic and foreign agencies, including the FBI, the Defense Intelligence Agency, the Central Intelligence Agency, and the National Security Agency. Much of the evidence is detailed, conclusive, and corroborated by multiple sources. Some of it is new information obtained in custodial interviews with high-level al Qaeda terrorists and Iraqi officials, and some of it is more than a decade old. The picture that emerges is one of a history of collaboration between two of America's most determined and dangerous enemies. 

According to the memo--which lays out the intelligence in 50 numbered points--Iraq-al Qaeda contacts began in 1990 and continued through mid-March 2003, days before the Iraq War began. Most of the numbered passages contain straight, fact-based intelligence reporting, which in some cases includes an evaluation of the credibility of the source. This reporting is often followed by commentary and analysis. 

The relationship began shortly before the first Gulf War. According to reporting in the memo, bin Laden sent "emissaries to Jordan in 1990 to meet with Iraqi government officials." At some unspecified point in 1991, according to a CIA analysis, "Iraq sought Sudan's assistance to establish links to al Qaeda." The outreach went in both directions. According to 1993 CIA reporting cited in the memo, "bin Laden wanted to expand his organization's capabilities through ties with Iraq." 

The primary go-between throughout these early stages was Sudanese strongman Hassan al-Turabi, a leader of the al Qaeda-affiliated National Islamic Front. Numerous sources have confirmed this. One defector reported that "al-Turabi was instrumental in arranging the Iraqi-al Qaeda relationship. The defector said Iraq sought al Qaeda influence through its connections with Afghanistan, to facilitate the transshipment of proscribed weapons and equipment to Iraq. In return, Iraq provided al Qaeda with training and instructors." 
One such confirmation came in a postwar interview with one of Saddam Hussein's henchmen. As the memo details:

4. According to a May 2003 debriefing of a senior Iraqi intelligence officer, Iraqi intelligence established a highly secretive relationship with Egyptian Islamic Jihad, and later with al Qaeda. The first meeting in 1992 between the Iraqi Intelligence Service (IIS) and al Qaeda was brokered by al-Turabi. Former IIS deputy director Faruq Hijazi and senior al Qaeda leader [Ayman al] Zawahiri were at the meeting--the first of several between 1992 and 1995 in Sudan. Additional meetings between Iraqi intelligence and al Qaeda were held in Pakistan. Members of al Qaeda would sometimes visit Baghdad where they would meet the Iraqi intelligence chief in a safe house. The report claimed that Saddam insisted the relationship with al Qaeda be kept secret. After 9-11, the source said Saddam made a personnel change in the IIS for fear the relationship would come under scrutiny from foreign probes.

A decisive moment in the budding relationship came in 1993, when bin Laden faced internal resistance to his cooperation with Saddam. 

5. A CIA report from a contact with good access, some of whose reporting has been corroborated, said that certain elements in the "Islamic Army" of bin Laden were against the secular regime of Saddam. Overriding the internal factional strife that was developing, bin Laden came to an "understanding" with Saddam that the Islamic Army would no longer support anti-Saddam activities. According to sensitive reporting released in U.S. court documents during the African Embassy trial, in 1993 bin Laden reached an "understanding" with Saddam under which he (bin Laden) forbade al Qaeda operations to be mounted against the Iraqi leader.

Another facilitator of the relationship during the mid-1990s was Mahmdouh Mahmud Salim (a.k.a. Abu Hajer al-Iraqi). Abu Hajer, now in a New York prison, was described in court proceedings related to the August 1998 bombings of U.S. embassies in Kenya and Tanzania as bin Laden's "best friend." According to CIA reporting dating back to the Clinton administration, bin Laden trusted him to serve as a liaison with Saddam's regime and tasked him with procurement of weapons of mass destruction for al Qaeda. FBI reporting in the memo reveals that Abu Hajer "visited Iraq in early 1995" and "had a good relationship with Iraqi intelligence. Sometime before mid-1995 he went on an al Qaeda mission to discuss unspecified cooperation with the Iraqi government." 

Some of the reporting about the relationship throughout the mid-1990s comes from a source who had intimate knowledge of bin Laden and his dealings. This source, according to CIA analysis, offered "the most credible information" on cooperation between bin Laden and Iraq. 
This source's reports read almost like a diary. Specific dates of when bin Laden flew to various cities are included, as well as names of individuals he met. The source did not offer information on the substantive talks during the meetings. . . . There are not a great many reports in general on the relationship between bin Laden and Iraq because of the secrecy surrounding it. But when this source with close access provided a "window" into bin Laden's activities, bin Laden is seen as heavily involved with Iraq (and Iran).

Reporting from the early 1990s remains somewhat sketchy, though multiple sources place Hassan al-Turabi and Ayman al Zawahiri, bin Laden's current No. 2, at the center of the relationship. The reporting gets much more specific in the mid-1990s:

8. Reporting from a well placed source disclosed that bin Laden was receiving training on bomb making from the IIS's [Iraqi Intelligence Service] principal technical expert on making sophisticated explosives, Brigadier Salim al-Ahmed. Brigadier Salim was observed at bin Laden's farm in Khartoum in Sept.-Oct. 1995 and again in July 1996, in the company of the Director of Iraqi Intelligence, Mani abd-al-Rashid al-Tikriti. 

9 . . . Bin Laden visited Doha, Qatar (17-19 Jan. 1996), staying at the residence of a member of the Qatari ruling family. He discussed the successful movement of explosives into Saudi Arabia, and operations targeted against U.S. and U.K. interests in Dammam, Dharan, and Khobar, using clandestine al Qaeda cells in Saudi Arabia. Upon his return, bin Laden met with Hijazi and Turabi, among others.

And later more reporting, from the same "well placed" source: 
10. The Director of Iraqi Intelligence, Mani abd-al-Rashid al-Tikriti, met privately with bin Laden at his farm in Sudan in July 1996. Tikriti used an Iraqi delegation traveling to Khartoum to discuss bilateral cooperation as his "cover" for his own entry into Sudan to meet with bin Laden and Hassan al-Turabi. The Iraqi intelligence chief and two other IIS officers met at bin Laden's farm and discussed bin Laden's request for IIS technical assistance in: a) making letter and parcel bombs; b) making bombs which could be placed on aircraft and detonated by changes in barometric pressure; and c) making false passport [sic]. Bin Laden specifically requested that [Brigadier Salim al-Ahmed], Iraqi intelligence's premier explosives maker--especially skilled in making car bombs--remain with him in Sudan. The Iraqi intelligence chief instructed Salim to remain in Sudan with bin Laden as long as required.

The analysis of those events follows: 
The time of the visit from the IIS director was a few weeks after the Khobar Towers bombing. The bombing came on the third anniversary of a U.S. [Tomahawk missile] strike on IIS HQ (retaliation for the attempted assassination of former President Bush in Kuwait) for which Iraqi officials explicitly threatened retaliation.

IN ADDITION TO THE CONTACTS CLUSTERED in the mid-1990s, intelligence reports detail a flurry of activities in early 1998 and again in December 1998. A "former senior Iraqi intelligence officer" reported that "the Iraqi intelligence service station in Pakistan was Baghdad's point of contact with al Qaeda. He also said bin Laden visited Baghdad in Jan. 1998 and met with Tariq Aziz." 

11. According to sensitive reporting, Saddam personally sent Faruq Hijazi, IIS deputy director and later Iraqi ambassador to Turkey, to meet with bin Laden at least twice, first in Sudan and later in Afghanistan in 1999. . . . 

14. According to a sensitive reporting [from] a "regular and reliable source," [Ayman al] Zawahiri, a senior al Qaeda operative, visited Baghdad and met with the Iraqi Vice President on 3 February 1998. The goal of the visit was to arrange for coordination between Iraq and bin Laden and establish camps in an-Nasiriyah and Iraqi Kurdistan under the leadership of Abdul Aziz.

That visit came as the Iraqis intensified their defiance of the U.N. inspection regime, known as UNSCOM, created by the cease-fire agreement following the Gulf War. UNSCOM demanded access to Saddam's presidential palaces that he refused to provide. As the tensions mounted, President Bill Clinton went to the Pentagon on February 18, 1998, and prepared the nation for war. He warned of "an unholy axis of terrorists, drug traffickers, and organized international criminals" and said "there is no more clear example of this threat than Saddam Hussein." 

The day after this speech, according to documents unearthed in April 2003 in the Iraqi Intelligence headquarters by journalists Mitch Potter and Inigo Gilmore, Hussein's intelligence service wrote a memo detailing coming meetings with a bin Laden representative traveling to Baghdad. Each reference to bin Laden had been covered by liquid paper that, when revealed, exposed a plan to increase cooperation between Iraq and al Qaeda. According to that memo, the IIS agreed to pay for "all the travel and hotel costs inside Iraq to gain the knowledge of the message from bin Laden and to convey to his envoy an oral message from us to bin Laden." The document set as the goal for the meeting a discussion of "the future of our relationship with him, bin Laden, and to achieve a direct meeting with him." The al Qaeda representative, the document went on to suggest, might provide "a way to maintain contacts with bin Laden." 

Four days later, on February 23, 1998, bin Laden issued his now-famous fatwa on the plight of Iraq, published in the Arabic-language daily, al Quds al-Arabi: "For over seven years the United States has been occupying the lands of Islam in the holiest of places, the Arabian Peninsula, plundering its riches, dictating to its rulers, humiliating its people, terrorizing its neighbors, and turning its bases in the Peninsula into a spearhead through which to fight the neighboring Muslim peoples." Bin Laden urged his followers to act: "The ruling to kill all Americans and their allies--civilians and military--is an individual duty for every Muslim who can do it in any country in which it is possible to do it." 

Although war was temporarily averted by a last-minute deal brokered by U.N. Secretary General Kofi Annan, tensions soon rose again. The standoff with Iraq came to a head in December 1998, when President Clinton launched Operation Desert Fox, a 70-hour bombing campaign that began on December 16 and ended three days later, on December 19, 1998. 
According to press reports at the time, Faruq Hijazi, deputy director of Iraqi Intelligence, met with bin Laden in Afghanistan on December 21, 1998, to offer bin Laden safe haven in Iraq. CIA reporting in the memo to the Senate Intelligence Committee seems to confirm this meeting and relates two others.

15. A foreign government service reported that an Iraqi delegation, including at least two Iraqi intelligence officers formerly assigned to the Iraqi Embassy in Pakistan, met in late 1998 with bin Laden in Afghanistan. 

16. According to CIA reporting, bin Laden and Zawahiri met with two Iraqi intelligence officers in Afghanistan in Dec. 1998. 

17. . . . Iraq sent an intelligence officer to Afghanistan to seek closer ties to bin Laden and the Taliban in late 1998. The source reported that the Iraqi regime was trying to broaden its cooperation with al Qaeda. Iraq was looking to recruit Muslim "elements" to sabotage U.S. and U.K. interests. After a senior Iraqi intelligence officer met with Taliban leader [Mullah] Omar, arrangements were made for a series of meetings between the Iraqi intelligence officer and bin Laden in Pakistan. The source noted Faruq Hijazi was in Afghanistan in late 1998. 

18. . . . Faruq Hijazi went to Afghanistan in 1999 along with several other Iraqi officials to meet with bin Laden. The source claimed that Hijazi would have met bin Laden only at Saddam's explicit direction.

An analysis that follows No. 18 provides additional context and an explanation of these reports: 
Reporting entries #4, #11, #15, #16, #17, and #18, from different sources, corroborate each other and provide confirmation of meetings between al Qaeda operatives and Iraqi intelligence in Afghanistan and Pakistan. None of the reports have information on operational details or the purpose of such meetings. The covert nature of the relationship would indicate strict compartmentation [sic] of operations.

Information about connections between al Qaeda and Iraq was so widespread by early 1999 that it made its way into the mainstream press. A January 11, 1999, Newsweek story ran under this headline: "Saddam + Bin Laden?" The story cited an "Arab intelligence source" with knowledge of contacts between Iraq and al Qaeda. "According to this source, Saddam expected last month's American and British bombing campaign to go on much longer than it did. The dictator believed that as the attacks continued, indignation would grow in the Muslim world, making his terrorism offensive both harder to trace and more effective. With acts of terror contributing to chaos in the region, Turkey, Jordan, Saudi Arabia, and Kuwait might feel less inclined to support Washington. Saddam's long-term strategy, according to several sources, is to bully or cajole Muslim countries into breaking the embargo against Iraq, without waiting for the United Nations to lift if formally." 

INTELLIGENCE REPORTS about the nature of the relationship between Iraq and al Qaeda from mid-1999 through 2003 are conflicting. One senior Iraqi intelligence officer in U.S. custody, Khalil Ibrahim Abdallah, "said that the last contact between the IIS and al Qaeda was in July 1999. Bin Laden wanted to meet with Saddam, he said. The guidance sent back from Saddam's office reportedly ordered Iraqi intelligence to refrain from any further contact with bin Laden and al Qaeda. The source opined that Saddam wanted to distance himself from al Qaeda." 

The bulk of reporting on the relationship contradicts this claim. One report states that "in late 1999" al Qaeda set up a training camp in northern Iraq that "was operational as of 1999." Other reports suggest that the Iraqi regime contemplated several offers of safe haven to bin Laden throughout 1999.

23. . . . Iraqi officials were carefully considering offering safe haven to bin Laden and his closest collaborators in Nov. 1999. The source indicated the idea was put forward by the presumed head of Iraqi intelligence in Islamabad (Khalid Janaby) who in turn was in frequent contact and had good relations with bin Laden.

Some of the most intriguing intelligence concerns an Iraqi named Ahmed Hikmat Shakir: 
24. According to sensitive reporting, a Malaysia-based Iraqi national (Shakir) facilitated the arrival of one of the Sept 11 hijackers for an operational meeting in Kuala Lumpur (Jan 2000). Sensitive reporting indicates Shakir's travel and contacts link him to a worldwide network of terrorists, including al Qaeda. Shakir worked at the Kuala Lumpur airport--a job he claimed to have obtained through an Iraqi embassy employee.
One of the men at that al Qaeda operational meeting in the Kuala Lumpur Hotel was Tawfiz al Atash, a top bin Laden lieutenant later identified as the mastermind of the October 12, 2000, attack on the USS Cole. 

25. Investigation into the bombing of the USS Cole in October 2000 by al Qaeda revealed no specific Iraqi connections but according to the CIA, "fragmentary evidence points to possible Iraqi involvement." 

26. During a custodial interview, Ibn al-Shaykh al-Libi [a senior al Qaeda operative] said he was told by an al Qaeda associate that he was tasked to travel to Iraq (1998) to establish a relationship with Iraqi intelligence to obtain poisons and gases training. After the USS Cole bombing in 2000, two al Qaeda operatives were sent to Iraq for CBW-related [Chemical and Biological Weapons] training beginning in Dec 2000. Iraqi intelligence was "encouraged" after the embassy and USS Cole bombings to provide this training.
The analysis of this report follows. 

CIA maintains that Ibn al-Shaykh's timeline is consistent with other sensitive reporting indicating that bin Laden asked Iraq in 1998 for advanced weapons, including CBW and "poisons."
Additional reporting also calls into question the claim that relations between Iraq and al Qaeda cooled after mid-1999:

27. According to sensitive CIA reporting, . . . the Saudi National Guard went on a kingdom-wide state of alert in late Dec 2000 after learning Saddam agreed to assist al Qaeda in attacking U.S./U.K. interests in Saudi Arabia.

And then there is the alleged contact between lead 9/11 hijacker Mohamed Atta and an Iraqi intelligence officer in Prague. The reporting on those links suggests not one meeting, but as many as four. What's more, the memo reveals potential financing of Atta's activities by Iraqi intelligence.   

The Czech counterintelligence service reported that the Sept. 11 hijacker [Mohamed] Atta met with the former Iraqi intelligence chief in Prague, [Ahmed Khalil Ibrahim Samir] al Ani, on several occasions. During one of these meetings, al Ani ordered the IIS finance officer to issue Atta funds from IIS financial holdings in the Prague office.
And the commentary: 

CIA can confirm two Atta visits to Prague--in Dec. 1994 and in June 2000; data surrounding the other two--on 26 Oct 1999 and 9 April 2001--is complicated and sometimes contradictory and CIA and FBI cannot confirm Atta met with the IIS. Czech Interior Minister Stanislav Gross continues to stand by his information.

It's not just Gross who stands by the information. Five high-ranking members of the Czech government have publicly confirmed meetings between Atta and al Ani. The meeting that has gotten the most press attention--April 9, 2001--is also the most widely disputed. Even some of the most hawkish Bush administration officials are privately skeptical that Atta met al Ani on that occasion. They believe that reports of the alleged meeting, said to have taken place in public, outside the headquarters of the U.S.-financed Radio Free Europe/Radio Liberty, suggest a level of sloppiness that doesn't fit the pattern of previous high-level Iraq-al Qaeda contacts. 

Whether or not that specific meeting occurred, the report by Czech counterintelligence that al Ani ordered the Iraqi Intelligence Service officer to provide IIS funds to Atta might help explain the lead hijacker's determination to reach Prague, despite significant obstacles, in the spring of 2000. (Note that the report stops short of confirming that the funds were transferred. It claims only that the IIS officer requested the transfer.) Recall that Atta flew to Prague from Germany on May 30, 2000, but was denied entry because he did not have a valid visa. Rather than simply return to Germany and fly directly to the United States, his ultimate destination, Atta took pains to get to Prague. After he was refused entry the first time, he traveled back to Germany, obtained the proper paperwork, and caught a bus back to Prague. He left for the United States the day after arriving in Prague for the second time. 

Several reports indicate that the relationship between Saddam and bin Laden continued, even after the September 11 attacks: 
31. An Oct. 2002 . . . report said al Qaeda and Iraq reached a secret agreement whereby Iraq would provide safe haven to al Qaeda members and provide them with money and weapons. The agreement reportedly prompted a large number of al Qaeda members to head to Iraq. The report also said that al Qaeda members involved in a fraudulent passport network for al Qaeda had been directed to procure 90 Iraqi and Syrian passports for al Qaeda personnel.
The analysis that accompanies that report indicates that the report fits the pattern of Iraq-al Qaeda collaboration: 

References to procurement of false passports from Iraq and offers of safe haven previously have surfaced in CIA source reporting considered reliable. Intelligence reports to date have maintained that Iraqi support for al Qaeda usually involved providing training, obtaining passports, and offers of refuge. This report adds to that list by including weapons and money. This assistance would make sense in the aftermath of 9-11.

Colin Powell, in his February 5, 2003, presentation to the U.N. Security Council, revealed the activities of Abu Musab al Zarqawi. Reporting in the memo expands on Powell's case and might help explain some of the resistance the U.S. military is currently facing in Iraq. 
37. Sensitive reporting indicates senior terrorist planner and close al Qaeda associate al Zarqawi has had an operational alliance with Iraqi officials. As of Oct. 2002, al Zarqawi maintained contacts with the IIS to procure weapons and explosives, including surface-to-air missiles from an IIS officer in Baghdad. According to sensitive reporting, al Zarqawi was setting up sleeper cells in Baghdad to be activated in case of a U.S. occupation of the city, suggesting his operational cooperation with the Iraqis may have deepened in recent months. Such cooperation could include IIS provision of a secure operating bases [sic] and steady access to arms and explosives in preparation for a possible U.S. invasion. Al Zarqawi's procurements from the Iraqis also could support al Qaeda operations against the U.S. or its allies elsewhere.

38. According to sensitive reporting, a contact with good access who does not have an established reporting record: An Iraqi intelligence service officer said that as of mid-March the IIS was providing weapons to al Qaeda members located in northern Iraq, including rocket propelled grenade (RPG)-18 launchers. According to IIS information, northern Iraq-based al Qaeda members believed that the U.S. intended to strike al Qaeda targets during an anticipated assault against Ansar al-Islam positions.

The memo further reported pre-war intelligence which "claimed that an Iraqi intelligence official, praising Ansar al-Islam, provided it with $100,000 and agreed to continue to give assistance." 
CRITICS OF THE BUSH ADMINISTRATION have complained that Iraq-al Qaeda connections are a fantasy, trumped up by the warmongers at the White House to fit their preconceived notions about international terror; that links between Saddam Hussein and Osama bin Laden have been routinely "exaggerated" for political purposes; that hawks "cherry-picked" bits of intelligence and tendentiously presented these to the American public. 

Carl Levin, a senior member of the Senate Intelligence Committee, made those points as recently as November 9, in an appearance on "Fox News Sunday." Republicans on the committee, he complained, refuse to look at the administration's "exaggeration of intelligence." 
Said Levin: "The question is whether or not they exaggerated intelligence in order to carry out their purpose, which was to make the case for going to war. Did we know, for instance, with certainty that there was any relationship between the Iraqis and the terrorists that were in Afghanistan, bin Laden? The administration said that there's a connection between those terrorist groups in Afghanistan and Iraq. Was there a basis for that?" 

There was, as shown in the memo to the committee on which Levin serves. And much of the reporting comes from Clinton-era intelligence. Not that you would know this from Al Gore's recent public statements. Indeed, the former vice president claims to be privy to new "evidence" that the administration lied. In an August speech at New York University, Gore claimed: "The evidence now shows clearly that Saddam did not want to work with Osama bin Laden at all, much less give him weapons of mass destruction." Really? 

One of the most interesting things to note about the 16-page memo is that it covers only a fraction of the evidence that will eventually be available to document the relationship between Iraq and al Qaeda. For one thing, both Saddam and bin Laden were desperate to keep their cooperation secret. (Remember, Iraqi intelligence used liquid paper on an internal intelligence document to conceal bin Laden's name.) For another, few people in the U.S. government are expressly looking for such links. There is no Iraq-al Qaeda equivalent of the CIA's 1,400-person Iraq Survey Group currently searching Iraq for weapons of mass destruction.

Instead, CIA and FBI officials are methodically reviewing Iraqi intelligence files that survived the three-week war last spring. These documents would cover several miles if laid end-to-end. And they are in Arabic. They include not only connections between bin Laden and Saddam, but also revolting details of the regime's long history of brutality. It will be a slow process.

So Feith's memo to the Senate Intelligence Committee is best viewed as sort of a "Cliff's Notes" version of the relationship. It contains the highlights, but it is far from exhaustive. 
One example. The memo contains only one paragraph on Ahmed Hikmat Shakir, the Iraqi facilitator who escorted two September 11 hijackers through customs in Kuala Lumpur. U.S. intelligence agencies have extensive reporting on his activities before and after the September 11 hijacking. That they would include only this brief overview suggests the 16-page memo, extensive as it is, just skims the surface of the reporting on Iraq-al Qaeda connections. 
Other intelligence reports indicate that Shakir whisked not one but two September 11 hijackers--Khalid al Midhar and Nawaq al Hamzi--through the passport and customs process upon their arrival in Kuala Lumpur on January 5, 2000. Shakir then traveled with the hijackers to the Kuala Lumpur Hotel where they met with Ramzi bin al Shibh, one of the masterminds of the September 11 plot. The meeting lasted three days. Shakir returned to work on January 9 and January 10, and never again. 

Shakir got his airport job through a contact at the Iraqi Embassy. (Iraq routinely used its embassies as staging grounds for its intelligence operations; in some cases, more than half of the alleged "diplomats" were intelligence operatives.) The Iraqi embassy, not his employer, controlled Shakir's schedule. He was detained in Qatar on September 17, 2001. Authorities found in his possession contact information for terrorists involved in the 1993 World Trade Center bombing, the 1998 embassy bombings, the 2000 attack on the USS Cole, and the September 11 hijackings. The CIA had previous reporting that Shakir had received a phone call from the safe house where the 1993 World Trade Center attacks had been plotted. 
The Qataris released Shakir shortly after his arrest. On October 21, 2001, he flew to Amman, Jordan, where he was to change planes to a flight to Baghdad. He didn't make that flight. Shakir was detained in Jordan for three months, where the CIA interrogated him. His interrogators concluded that Shakir had received extensive training in counter-interrogation techniques. Not long after he was detained, according to an official familiar with the intelligence, the Iraqi regime began to "pressure" Jordanian intelligence to release him. At the same time, Amnesty International complained that Shakir was being held without charge. The Jordanians released him on January 28, 2002, at which point he is believed to have fled back to Iraq. 

Was Shakir an Iraqi agent? Does he provide a connection between Saddam Hussein and September 11? We don't know. We may someday find out. 
But there can no longer be any serious argument about whether Saddam Hussein's Iraq worked with Osama bin Laden and al Qaeda to plot against Americans.

A close examination of the Defense Department's latest statement.

THE DEFENSE DEPARTMENT late Saturday, November 15, issued a statement that began: "News reports that the Defense Department recently confirmed new information with respect to contacts between al Qaeda and Iraq in a letter to the Senate Intelligence Committee are inaccurate." 

The statement didn't specify the "inaccurate" news reports, but most observers have inferred that the main report in question was an article in the most recent issue of THE WEEKLY STANDARD--Case Closed: The U.S. government's secret memo detailing cooperation between Saddam Hussein and Osama bin Laden. "Case Closed" described an October 27 memorandum to the Senate Intelligence Committee from Undersecretary of Defense Douglas J. Feith, which included 50 numbered items of intelligence from a variety of sources and agencies on links between Saddam Hussein's Iraq and Osama bin Laden's al Qaeda. 
The Pentagon's statement continues: 

The items listed in the classified annex were either raw reports or products of the CIA, the NSA, or, in one case, the DIA. The provision of the classified annex to the Intelligence Committee was cleared by other agencies and done with the permission of the Intelligence Community. The selection of the documents was made by DOD to respond to the Committee's question.
The Pentagon statement goes on to claim: "The classified annex was not an analysis of the substantive issue of the relationship between Iraq and al Qaeda, and it drew no conclusions." 
This statement has confused, rather than clarified, the issues raised by the Feith memo. Indeed, it is not clear whether the author of the Pentagon statement has read either the request made to Feith by the Intelligence Committee or the memo Feith sent in response. 

There are four areas of confusion. What does the Pentagon mean by (1) "new" information, (2) "analysis," (3) "raw reports," and (4) "inaccurate"? 

(1) Here's how "Case Closed" characterized the information in the memo: "Much of the evidence is detailed, conclusive, and corroborated by multiple sources. Some of it is new information obtained in custodial interviews with high-level al Qaeda terrorists and Iraqi officials, and some of it is more than a decade old." 

As is abundantly clear both in the memo and the article, most of the information reported to the Senate panel came from sources outside the Pentagon. When "Case Closed" refers to some of this as "new information," it is echoing Feith's own characterization. His memorandum was a response to a September 26, 2003 letter--also obtained by THE WEEKLY STANDARD--from Senators Pat Roberts (R-KS) and Jay Rockefeller (D-WV), the chairman and vice chairman of the Senate Intelligence Committee. Their letter asked Feith to elaborate on his July 10, 2003 testimony to the committee. 

From the letter: "In testimony before the Committee, you explained that Defense Department staffers 'discovered a set of reports on the relationship between Iraq and al Qaeda which were not reflected in finished intelligence products. In other cases, some older reports gained new significance in light of information obtained by debriefing detainees.' Please provide the reports that were used for these assessments." 

(2) The memo can fairly be said to have refrained from drawing conclusions. Pentagon claims to the contrary, however, the Feith memo contains numerous analyses of the "substantive issue of the relationship between Iraq and al Qaeda." The part of the memo dealt with in the article was called "Summary of Body of Intelligence Reporting on Iraq-al Qaeda Contacts (1990-2003)," and it contains passages in bold and in normal typeface. A note at the bottom of the first page reads: "All bolded sentences contain information from intelligence reporting. Unbolded sentences represent comments/analyses." 

Item #31, reprinted below, provides a good example. 
31. An Oct 2002 [U.S. intelligence agency] report said al Qaeda and Iraq reached a secret agreement whereby Iraq would provide safe haven to al Qaeda members and provide them with money and weapons. The agreement reportedly prompted a large number of al Qaeda members to head to Iraq. The report also said that two al Qaeda members involved a fraudulent passport network for al Qaeda had been directed to procure 90 Iraqi and Syrian passports for al Qaeda personnel. 

References to procurement of false passports from Iraq and offers of safe haven previously have surfaced in CIA source reporting considered reliable. Intelligence reports to date have maintained that Iraqi support for al Qaeda usually involved providing training, obtaining passports, and offers of refuge. This report adds to that list by including weapons and money. This assistance would make sense in the aftermath of 9-11. The US attack on Afghanistan deprived al Qaeda of its protected base and caused its operatives to disperse to many other regions where they would need weapons to arm themselves against the local government security and police apparatus (i.e. Pakistan, Indonesia, Philippines). And since the US has been targeting al Qaeda's sources of funding, some cells may need additional money to continue operations.

(3) The Pentagon statement allows that some of the information in the document comes from "raw reports." The implication is that such reports might be wrong. True enough. That's why THE WEEKLY STANDARD article, for obvious reasons, never claimed knowledge of the authenticity of all 50 enumerated intelligence data points. But most of the information in the memo appears to have multiple sources and to be internally consistent. Consider point 18 and the analysis that follows. 

18. According to foreign government service sensitive CIA reporting, Faruq Hijazi went to Afghanistan in 1999 along with several other Iraqi officials to meet with Bin Laden. The source claimed that Hijazi would have met Bin Laden only at Saddam's explicit direction. 
Reporting entries #4, #11, #15, #16, #17 and #18, from different sources, corroborate each other and provide confirmation of meetings between al-Qaida operatives and Iraqi intelligence in Afghanistan and Pakistan. None of the reports have information on operational details or the purpose of such meetings. The cover nature of the relationship would indicate strict compartmentation [sic] of operations.

(4) The Pentagon's charge that news reporting was "inaccurate" is therefore both vague and unsubstantiated. Most of the language in "Case Closed" is taken directly from the memo. The rest of the article provides readers with context for the writing of the memo and for events described in the memo. The conclusion of the article does speculate that the information in the Feith memo provides only a glimpse of the broader relationship between Iraq and al Qaeda. This speculation is based in part on independent reporting, but also on the very title of the memo itself: "Summary of Body of Intelligence Reporting on Iraq-al Qaida Contacts (1990-2003)." 

IF THE INTELLIGENCE REPORTING in the memo was left out of earlier "finished intelligence products" because the reporting is inaccurate, it seems odd that it would form the basis of briefings given to the secretary of Defense, the director of Central Intelligence, and the vice president. And it would be stranger still to include such intelligence in a memo to a Senate panel investigating the potential misuse of intelligence. 

If, on the other hand, the information in the Feith memo is accurate, it changes everything. An operational relationship between Osama bin Laden and Saddam Hussein, as detailed in the memo, would represent a threat the United States could not afford to ignore. President Bush and his national security team could not have known everything in the memo, of course, since some of the reporting comes from postwar Iraq. But consider what they did know.

"We know that Iraq and the al Qaeda terrorist network share a common enemy--the United States of America," said President George W. Bush on October 7, 2002. "We know that Iraq and al Qaeda have had high-level contacts that go back a decade. Some al Qaeda leaders who fled Afghanistan went to Iraq. These include one very senior al Qaeda leader who received medical treatment in Baghdad this year, and who has been associated with planning for chemical and biological attacks. We've learned that Iraq has trained al Qaeda members in bomb-making and poisons and deadly gases. And we know that after September the 11th, Saddam Hussein's regime gleefully celebrated the terrorist attacks on America." 

On that same day, George Tenet provided an unclassified version of the relationship in a letter to the Senate Intelligence Committee. 

Our understanding of the relationship between Iraq and al Qaeda is evolving and is based on sources of varying reliability. Some of the information we have received comes from detainees, including some of high rank. 

--We have solid reporting of senior level contacts between Iraq and al Qaeda going back a decade. 
--Credible information indicates that Iraq and al Qaeda have discussed safe haven and reciprocal nonaggression. 
--Since Operation Enduring Freedom, we have solid evidence of the presence in Iraq of al Qaeda members, including some that have been in Baghdad. 
--We have credible reporting that al Qaeda leaders sought contacts in Iraq who could help them acquire W.M.D. capabilities. The reporting also stated that Iraq has provided training to Al Qaeda members in the areas of poisons and gases and making conventional bombs. 
--Iraq's increasing support to extremist Palestinians coupled with growing indications of relationship with Al Qaeda suggest that Baghdad's links to terrorists will increase, even absent U.S. military action.

James Woolsey, CIA director under President Bill Clinton, made reference to the Tenet letter in an appearance this past weekend on "Late Edition with Wolf Blitzer." Tenet's enumeration of the links and the evidence in the Feith memo has Woolsey convinced. 
"Anybody who says there is no working relationship between al Qaeda and Iraqi intelligence going back to the early '90s--they can only say that if they're illiterate. This is a slam dunk."

Details emerge of Saddam's inner circle before invasion

WASHINGTON - Shortly before the U.S. bombing and invasion of Iraq last year, Saddam Hussein gathered his top generals together to share what came to them as astonishing news: The weapons that the United States was launching a war to remove did not exist. 
"There was plenty of surprise when Saddam said, `Sorry guys, we don't have any' " weapons of mass destruction to use against the invading forces, according to a senior U.S. intelligence official. 

The unexpected glimpse inside Saddam's inner circle in the days and weeks before the regime was toppled are contained in a new report by the CIA's Iraq Survey Group that was released Wednesday, as well as Senate testimony Wednesday by ISG head Charles Duelfer and from a briefing given to reporters by an official familiar with the interrogations of Saddam and his aides. 

The new accounts contradict many previous U.S. assumptions about relations between Saddam and his senior aides, as well as previous American views on what Saddam was doing and how he saw the outside world before the Iraq war. 
Previously, for example, many in the U.S. intelligence community believed Saddam's sycophantic generals kept him in the dark about the true state of Iraq's chemical, biological and nuclear weapons programs - that is, that the dictator was misled by associates who told him what he wanted to hear. 

Far from being misinformed, the ISG report says, Saddam had been micromanaging Iraq's WMD policy himself and kept even his most loyal aides from gaining a clear picture of what was going on - and, more important, not going on - with the program. 
"Saddam's centrality to the regime's political structure meant that he was the hub of Iraqi WMD policy and intent," the report concluded. 

Both his paranoia and his fascination with science and technology "meant that control of WMD development and its deployment was never far from his touch," it said. 
While the interrogation reports may shed new light on Saddam's role, they also raise a question: If Saddam understood he had no stockpiles of chemical, biological or nuclear weapons, why did he limit the activities of United Nations inside Iraq, violate U.N. Security Council resolutions and defy the world from the end of the Persian Gulf War in 1991 until his regime was toppled in 2003? 

Although Saddam often denied U.S. assertions that he possessed WMD in defiance of U.N. resolutions, for years he also persisted in making cryptic public statements to perpetuate the myth that he possessed the banned weapons. The ISG now believes he kept making those statements long after he had secretly ordered the destruction of Iraq's stockpiles of chemical and biological weapons. 

Based on the interrogations, it appears that Saddam underestimated how seriously the United States took the issue of WMD, and he believed it was vital to his own survival that the outside world - especially Iran - thought he still had the forbidden weapons. 
It was a strategy, Saddam has told his FBI interrogators during the past 10 months, that was aimed primarily at bluffing Iraq's neighbor to the east. 

"The Iranian threat was very, very, palpable to him, and he didn't want to be second to Iran, and he felt he had to deter them. So he wanted to create the impression that he had more than he did," ISG head Charles Duelfer told members of the Senate on Wednesday. 
And, the man known for colossal miscalculations made perhaps his greatest strategic blunder by refusing to believe that President Bush would make good on threats to forcibly remove him from power. 

"He kept trying to bargain or barter, and he had not realized the nature of the ground shift in the international community," Duelfer said. "That was Saddam's intelligence failure." 
Before the interrogations of Saddam began, Duelfer tried to determine what incentive U.S. officials could offer the ex-dictator to prompt him to cooperate. They decided to appeal to the dictator's vanity. 

"The only thing we could offer was an opportunity to help shape his legacy," the official recalled. They asked Saddam if he wanted "to be remembered by what these characters are saying about you" - referring to other captured Baathists who were talking to interrogators. 
According to the report, Saddam told interrogators that two experiences convinced him that Iraq's possession - or at least perceived possession - of weapons of mass destruction assured his survival. 

During the late 1980s, when Iraq appeared to be losing its war against Iran, Saddam's outnumbered army managed to stave off fast-moving Iranian forces by firing more than 100,000 munitions containing mustard gas and other lethal blister agents and nerve gases. The chemical attacks caused up to 80,000 Iranian casualties, according to U.N. reports, and ultimately led to a cease-fire. 

Secondly, Saddam and his aides were convinced that their chemical and biological weapons saved the Baath Party regime after a U.S.-led coalition forced Iraqi troops out of Kuwait in 1991. U.S. and allied troops halted their advance deep in southern Iraq, and Saddam's regime unexpectedly was allowed to stay in power. 

At the time, aides to then-President George H.W. Bush thought the reason Saddam had not used illicit weapons against the coalition was that Washington had delivered a clear warning that it would respond with overwhelming force, implying a nuclear attack if necessary. 
Yet Saddam and his aides apparently read U.S. thinking differently. As they described it to interrogators, they thought Washington left him in power because U.S. officials knew of his orders to load and disperse his nerve gases and germ agents, and his orders that the weapons were to be used if U.S. troops entered Baghdad.

In the years after the Persian Gulf War, the senior official said, Saddam became convinced that Washington would decide it was in America's interest to deal with his regime because Iraq was large, secular, educated and had oil. That view may have been reinforced by the fact that, during much of the Reagan administration, Washington supported Saddam as a counterweight to Iran.

The alliance had become strained, however, and was ruptured when Iraq invaded Kuwait in 1990. 
"He believed that ultimately the U.S. would come to deal with Baghdad," the official said. "The mistake he made was thinking he would still be in Baghdad."

Finally, a policy that began with President Clinton, was executed by President Bush, and was swept under the rug of history by Pres. Obama comes to its disastrous conclusion, as prophesied a little over a year ago by Fouad Ajami:

Fouad Ajami: Ten Years Ago, an Honorable War Began With Wide Support 
Now the U.S. has bailed out of Iraq leaving behind little trace. And a strongman is in charge.

Nowadays, few people step forth to speak well of the Iraq War, to own up to the support they gave that American campaign in the Arab world. Yet Operation Iraqi Freedom, launched 10 years ago this week, was once a popular war. We had struck into Afghanistan in 2001 to rout al Qaeda and the terrorists' Taliban hosts—but the 9/11 killers who brought ruin onto American soil were not Afghan. They were young Arabs, forged in the crucible of Arab society, in the dictators' prisons and torture chambers. Arab financiers and preachers gave them the means and the warrant for their horrific deeds.

America's previous venture into Iraq, a dozen years earlier, had been a lightning strike: The Iraqi dictator was evicted from Kuwait and then spared. Saddam Hussein's military machine was all rust and decay by 2003, but he swaggered and let the world believe that he had in his possession a deadly arsenal of weapons of mass destruction. The Arab redeemer, as he had styled himself, lacked the guile that might have saved him. A great military expedition was being readied against him in London and Washington, but he gambled to the bitter end that George W. Bush would not pull the trigger. 

On the eve of Operation Iraqi Freedom—the first bombs fell on March 19—well over 70% of the American public supported upending the Saddam regime. The temptation to depict the war as George W. Bush's and Dick Cheney's is convenient but utterly false. This was a war waged with congressional authorization, with the endorsement of popular acceptance, and with the sanction of more than a dozen United Nations Security Council resolutions calling for Iraq's disarmament.

Those unburdened by knowledge of the ways of that region would come to insist that there had been no operational links between the Iraqi despot and al Qaeda. These newborn critics would insist on a distinction between secular terrorism and religious terrorism, but it was a distinction without a difference. 

The rationale for the war sustained a devastating blow in the autumn of 2004 when Charles Duelfer, the chief U.S. arms inspector for Iraq, issued a definitive report confirming that Saddam had possessed no stockpiles of weapons of mass destruction. The war now stood on its own—and many of its former supporters claimed that this wasn't what they had signed up for. Yet the "architects" of the war could not pull the plug on it. They soldiered on, offering a new aim: the reform and freedom of Iraq, and the example of a decent Iraq in the "heart of the Arab world."

There were very few takers for the new rationale. In the oddest of twists, American liberalism now mocked the very idea that liberty could put down roots in an Arab-Muslim setting.

Nor were there takers, among those watching from lands around Iraq, for the idea of freedom midwifed by American power. To Iraq's east lay the Iranian despotism, eager to thwart and frustrate the American project. To the west in Syria there was the Baath dictatorship of the House of Assad. And beyond there was the Sunni Arab order of power, where America was despised for giving power to Shiites. For a millennium, the Shiite Arabs had not governed, and yet now they ruled in Baghdad, a city that had been the seat of the Islamic caliphate.

A stoical George W. Bush held the line amid American disaffection and amid the resistance of a region invested in the failure of the Iraq campaign. He doubled down with the troop "surge" and remained true to the proposition that liberty could stick on Arab soil.

There is no way of writing a convincing alternative history of the region without this war. That kind of effort is inherently speculative, subject to whim and preference. Perhaps we could have let Saddam be, could have tolerated the misery he inflicted on his people, convinced ourselves that the sanctions imposed on his regime were sufficient to keep him quarantined. But a different history played out. It delivered the Iraqis from a tyranny that they would have never been able to overthrow on their own. 

The American disappointment with Iraq helped propel Barack Obama to power. There were strategic gains that the war had secured in Iraq, but Mr. Obama had no interest in them. Iraq was the "war of choice" that had to be brought to a "responsible close," he said. The focus instead would be on that "war of necessity" in Afghanistan.

A skilled politician, Mr. Obama made the Iraqi government an offer meant to be turned down—a residual American force that could hardly defend itself, let alone provide meaningful protection for the fledgling new order in Baghdad. Predictably, Iraq's rulers decided to go it alone as 2011 drew to a close. They had been navigating a difficult course between Iran and the U.S. The choice was made easy for them, the Iranian supreme leader was next door, the liberal superpower was in retreat.

Heading for the exits, Mr. Obama praised Iraqi Prime Minister Nouri al-Maliki as "the elected leader of a sovereign, self-reliant and democratic Iraq." The praise came even as Mr. Maliki was beginning to erect a dictatorship bent on marginalizing the country's Kurds and Sunni Arabs and even those among the Shiites who questioned his writ.

Two weeks ago, Stuart W. Bowen Jr., the special inspector general for Iraq reconstruction, issued his final report, called "Learning from Iraq." The report was methodical and detailed, interspersed with the testimonies of American and Iraqi officials. One testimony, by an Iraqi technocrat, the acting minister of interior, Adnan al-Asadi, offered a compelling image: "With all the money the U.S. has spent, you can go into any city in Iraq and you can't find one building or project built by the U.S. government. You can fly in a helicopter around Baghdad or other cities, but you can't point a finger at a single project that was built and completed by the United States."

It was no fault of the soldiers who fought this war, or of the leaders who launched it, that their successors lacked the patience to stick around Iraq and safekeep what had been gained at an incalculable cost in blood and treasure.
